The Foreign Office have decided, on the

suggestion of Sir M. Lampson, and after consultation with the Admiralty, that British Shipping Companies shall be officially notified that unless smuggling is effectively stopped, the principle of immunity will have to be abandoned and permission to search British vessels given to Chinese Preventive Organisations other than the maritime customs. I do not think we need quarrel with the decision, but in view of the very considerable interest of Hong Kong in the shipping,on the
